The use of a computer-based modelling method for describing resource flow systems is discussed. The approach is applied to the problem of scrap rubber utilization and a number of policies for dealing with the disposal of used car types are examined in detail. It is argued that only through the use of such models can resources policies be adequately tested in a total systems manner.
