Abstract
This report examines the management of end-of-life (EOL) tyres in New Zealand, highlighting current challenges, regulatory gaps, and opportunities for improvement. It identifies significant issues such as illegal dumping, fire risks, insufficient controls over private tyre piles, and underutilized recycling potential. The report evaluates international best practices and explores policy options, including incentive-based regimes, take-back schemes, and extended producer responsibility models. Recommendations include strengthening legislation, establishing clear storage standards, encouraging recycling initiatives, and creating a robust monitoring system to address environmental, social, and economic concerns.
